ATF Reclassifies Franklin Armory Reformation

To quote the ATF Open Letter:
“Moreover, because the Reformation is not chambered for shotgun shells, it is not a shotgun as defined in the NFA. Given these determinations, the Reformation is classified as a shotgun that is subject onlto the provisions of the GCA (i.e., it is not a weapon subject to the provisions of the NFA).”

That quote makes no sense anyway. How does the ATF classify “not a shotgun” as a “shotgun”?
“Moreover, because the Reformation is NOT CHAMBERED FOR SHOTGUN SHELLS, it is NOT A SHOTGUN as defined in the NFA. Given these determinations, the Reformation is CLASSIFIED AS A SHOTGUN that is subject only to the provisions of the GCA”
    Emphasis is mine.
It shoots rifle ammo. It CAN’T be classified as a shotgun.

    Agreed, Geoff!

Franklin Armory has scans of the determination letter from ATF at:

I think the idiot at the ATF meant to say it is classified as a FIREARM under the GCA, which is what it was originally classified as, IIRC. Just like any normal firearm you do a 4473 and all that. Well, Government employees aren’t exactly geniuses either.
