Controlling The Populace

No public gathering other than those organised by ISIS will be allowed at any stage. No guns will be allowed outside of its ranks.

By depriving Iraqi citizens the equivalent of our first and second amendment rights, the people have almost no way to legally petition the government for a redress of grievances. Thus, those in power have total control.
